What would be grammatically correct: *a* HDTV or *an* HDTV?

I think the general rule is you use "a" if the noun starts with a consonant, and "an" when the noun starts with a vowel. H is a consonant, but when you say HDTV, if you say the letter H, sounds like a vowel. I am confused.
