Can't buy upgrades for my gummi ship in Kingdom Hearts?

I'm visiting Cid and every time I try to buy a SYS. UP or a COM. LV, he tells me "You can't carry that many gummis!" I sold all of the gummis in my inventory so this really shouldn't be an issue. Any ideas?
